You have stumbled across the Intern. v American styles of technique. As a Prof. having taught both styles ( tho not hardly any Intern style for some long period ).

The "relaxed" knee approach, is common to most of the indigenous latin dance genres.It DOES however straighten as the weight has completed transfer, ergo, the same result occurs but thru a different method..

Extending the answer to your question (terence 2's reply is a good explanation), contrast Argentine Tango technique with (Standard or American) Tango technique. Different in many ways.
