Wrong on two counts.
First, the banned substances list is not the same for every sport. There is a base list, and then additions per sport. And yes, shooting sports band certain calming agents not banned in others.
Second, there are therapeutic use exemptions for some legitimate medical uses. The application paperwork is complicated and probably requires a doctor with previous experience filling it out. And don't trust the IDSF officials to tell you how to do it, because they've told people wrong and then punished them for following that advice.
But yes, the doping controls are way out of control and rapidly approaching the point where an ordinary person cannot compete without taking the risk of incidentally violating them. AT Beijing olympics, it seems merely breathing the local excuse for air might produce a positive result!
