Feather steps.. is that the same as Feather Finish?

No.

Originally I requested information on Feather steps, but someone else reminded me that it was called "Feather Finish". Is that the same? If not, could someone explain the Feather Finish.

I am pretty sure you know the open reverse turn as in American style waltz. Feather finish is the same as steps 4-5-6 of open reverse turn. For man it will dance as RF back (slow), LF to the side (quick), RF forward (quick) dancin outside partner. In American style when you do continuity ending, the second part of it (4-5-6) is actually Internation style Feather Finish.
