the actual problem is when a couple dance in closed contact hold the lady doesn't provide resistant or pressure to gents right hand which placed on her shoulder blade. and how can we improve that problem in a beginner. Thanks

Hiruni. " Hold with Pressure from both ends ". I would say they are trying to explain that your frame, the arms remain the same and keep in line across the back elbow to elbow. Imagine that you are wearing a Dance Frame your arms would be held in the one position no matter which way you moved or turned.
