The "few seconds" is probably an overstatement - I tend to dance it as a single slow with the body stationary while the legs ronde, though two might work.
Imagine in foxtrot beginning a bounce fallaway S+QQ, but after taking that last quick you compress a bit more on it, stop the body travel, and then taking an entire slow count sweep the outside legs out and around from the hip socket. Then you could transfer weight on the next Q, close the lady on a Q preparing to move outside partner, and then conclude with the four quicks of a weave ending. It's also nice as a variation for the third of the three fallaways. Haven't personally utilized in waltz, but there's probably a way to do it in character.
