That would be difficult.. hes dead.

And your reference to Harry is partially correct. yes, he did "promote " V.W. ( As i have witnessed back in the day ), but he did not " introduce" the dance in the accepted sense .

"Why won't any one answer my two request for Help? "

Because they aren't very good questions. They are highly specific, but seem to follow from some dubious assumptions. We can't really know from your words if you understand the point of these figures, so it's hard to give useful advice, and trying to "teach" the figures in words starting with no assumptions is a rather large task. In short this is the kind of thing that would be better resolved in person in a lesson with a good teacher.

If you are really at a loss for local resources and want to post a video of your attempt on youtube, you'd probably get some informative suggestions. Or if you prefer your privacy, you could look at one of the many demonstrations there and make your own comparison to what you do.

I think you should always strive for larger steps but keeping in mind that I want to make my swing and rotation look smooth and effortless.

I dont think that you should try to take smaller steps even on a small floor.

Also if you dont have a good feel and understanding of swing it will be tough to get more distance in your steps. So without proper sway going for more movement might look forced and rough.
