Does anyone know which assisted living facility she's in?

A real puzzler, this.

Initially, I also thought this was an X-line, but then the "clues" don't fit: "pose-waltz". If this was some sort of ronde (could not get the accent on the e), "...back step to enter this position" does not make sense (neither for the X-line, for that matter--see p. 238 of Hearn's Advanced Standard Ballroom Figures).

On the other hand "...last for a few seconds" swings my guess back to X-line. The man's head position especially tips me off this is more a tango line figure than a waltz or foxtrot. Or, as anymouse has just posted, they are simply mugging.

I could not find more information from the dancestoreonline website on this picture. If hesitation could tell us where he/she got the rest of his/her information (the "clues"), we might possibly get to the bottom of this.

The "few seconds" is probably an overstatement - I tend to dance it as a single slow with the body stationary while the legs ronde, though two might work.

Imagine in foxtrot beginning a bounce fallaway S+QQ, but after taking that last quick you compress a bit more on it, stop the body travel, and then taking an entire slow count sweep the outside legs out and around from the hip socket. Then you could transfer weight on the next Q, close the lady on a Q preparing to move outside partner, and then conclude with the four quicks of a weave ending. It's also nice as a variation for the third of the three fallaways. Haven't personally utilized in waltz, but there's probably a way to do it in character.

Read the description.

hesitation clearly says that the step "ends in this position."

In the world of debating, you're what's known as a "Greaseball."

"hesitation clearly says that the step "ends in this position."

Yes, but people rarely describe steps that they don't personally know with a high degree of factual accuracy.

Instead, they tell you the impressions that they are left with.

If the conversation where in person, you'd say "oh, do you mean this?" and demo it, and they'd say yes, or no, or sort of but different.

After browsing youtube I found the step at 0:52/1:48 of this video:
http://www.youtube.com/watch?v=1mVy6_uBPQI

They did not hold the pose but I've seen others did.

So what's the name of this step and what level is it (bronze, silver, gold)?

I looked up the steps that others mentioned, x-line and same foot lunge, but did not find any video demonstrating those steps.

That was the Throwaway Oversway (Advanced Level).

Compare http://www.youtube.com/watch?v=wcVlFJLWrhM&feature=related at 0.22, but there they did not pause even for a second.

In gif link hesitation posted the man was on his right leg with his left leg out.

At 0:52 of this video, he is on his left leg with his right leg out.

Not the same step.

Read my post.. Its what I said it was, and the timing is a standard V.W, 1,2,3 , with NO hesit. in between L and R curtsy.

Depending on which side was led first, would determine the direction ( Nat or Rev. ) of the next figure .

Thats the way we taught it and danced it.
