Combining American Tango Variations

I have question about combining american tango variations.
Can i use 2 slow steps to connect together ?
OR just one move to next one OR use reverse turn OR nothing between ?
What is correct way to connect between variations ? Can I mix International tango moves with the American ?

American Style Tango is usually "phrased" (I have a nagging feeling that "phrased" isn't the right word but I can't think of what the right word is). Sequences count out to 32 beats of music. Sometimes, two slow steps at the beginning are NECESSARY to make the count come out right.
